Hi! I'm also a ham and I've heard a lot of undecoded digital voice transmissions. They are totally different - it's just a noise, like a transmission of an old modem or fax machine. They are trying to occupy the lowest bandwidth possible, so the spectral density is obviously high. Sometimes you can hear a repeating frame structure, it then resembles sounds of a running diesel engine or similar machine. It sounds totally differently than this. This transmission also doesn't have a typical pattern of a voice comms - alternating of speakers/parties. This looks like a monolog, like an uninterrupted broadcast of strange data from one sender to maybe more receivers. So, IMHO, it's not a digital ham voice operation, somebody just grabbed the band obviously used for DV, but uses it for something else...
