hey gian,
first of all, no one knows by whom and where the message are reicives, so
you can't really determine this by linking a location to a used language.
second, stations based in poland using russian numbers, stations based in
russia german ones, so this is probably a cold war style "false flag" - but
we won't know the reasons for sure.
