It could be anything really... But if you think about it, if you are in (for example) Germany, and you are a spy -lets say, an East German who has decided to work for the West, then listening to German numbers could possibly draw a lower attention to you if someone thought they heard something at some point. Whereas hearing English or French or Russian etc. might be a bit easier to hear, as it would be not usual per se.
