It could be anything really...

But if you think about it, if you are in (for example) Germany, and
you are a spy -lets say, an East German who has decided to work for
the West, then listening to German numbers could possibly draw a lower
attention to you if someone thought they heard something at some
point.

Whereas hearing English or French or Russian etc. might be a bit
easier to hear, as it would be not usual per se.

However, there are plenty of numbers recipients using CW, so whatever
they work out, that works best for the recipient and the confusion of
the enemy is most likely the case..
