Although I'm not in kalifonia, I would think anything non-potable (i.e. protected by a cross-connection device) would be considered treated waste and thereby have to run to sewer. Not to dredge up and old thread but you might contact the water-sewer purveyor and get his position on the level of treatment his storm and/or sanitary sewers provide and what they can handle.
