I would go for a horizontal installation of you can. Unless it's a poured concrete roof, I'd be wondering how to secure it well, and they leak around the PIV, even with a sleeve. You know they'll use it as a brace and subject to forces beyond the flowing of water which will only make things worse. Use a NRS gate and a wall post (I don't personally like Kennedy's wall post) and lock or tamper it. Not a huge increase in cost over the BV but I can understand the reasoning of the AHJ.
Tom See Croker 6641 or 6642, Potter Roemer 5850 or 5852 or other mfg. Thom McMahon I need to install standpipe hose valves on a roof top per NFPA 14 (07). What I have done in the past is to provide a butterfly valve inside the stairwell to control the roof valves but this particular AHJ is requiring it to be installed per figure A7.3.2(d) with a non-rising stem gate valve in the stairwell and some type of post indicator / capped wrench head on the roof top to open the valve. Any ideas on how to do this without a major leak issue? Also, what is the best way to secure a PIV to a roof deck?
