Hello Greg,
Looks like a check valve is needed in the leg of the tee that feeds
the standpipe and sprinkler. The FDC needs to be connected to that
legs also before that check valve. Otherwise it is a useless loop as
you suspect.
This is how I see your drawing, I condensed it a little to stop line
wrap.
Hydrants are "O" and fdc is "X"
