Unfortunately being that its in the annex its not part of the standard
and thus unenforceable since it cannot be cited. The good folks that
write the standards have to understand that municipal ahj's are not
bound to, nor can they rely on annexes, appendixes, commentary, etc for
enforcement. I'm not disputing the value of these materials merely
stating the regulatory aspects of them. Citations of annex, appendix or
commentary material cannot be relied upon to survive should a citation,
determination or ruling be appealed since the adoption clearly includes
the annex disclaimer.

>From NFPA-72;
"Annex A is not part of the requirements of this NFPA Document but is
intended for informational purposes only. This annex contains
explanatory material, numbered to correspond with the applicable text
paragraphs."

We need to make sure that this material gets into the code text
otherwise its merely opinion.

Subject: FW: Central Station Response time

I guess everything IS defined.

NFPA defines immediately in an annex of the code
(Defined for Central Station Operation:A.8.3.7.3(1), A.8.3.7.4(1), and
A.8.3.7.5.3 NFPA 72 ) to be a maximum of 4 minutes. Beyond that I would
say only extraordinary circumstances (natural disaster type stuff) would
prevent calls to an AHJ.

This is the reply I just got from a Central Station Manager on the
question last week of "Allowed maximum response time". Hope this helps.
