The problem is a lack of practical field experience and an understanding what 
they're looking at.  Most of those responsible for the engineering and design 
just read the report and have no idea of what the numbers really represent.

I've seen it happen both ways.  Someone thinks they need a tank/pump when they 
don't, someone doesn't get a tank/pump in the budget when they do.

Reminds me of the excessive loss during a flow test; could see the elevated 
tank several blocks away, and with 10" UG there shouldn't have been as much 
loss as we witnessed. Water co checked and found partially closed valve, did a 
fiberglass plant with the resultant dramatically improved supply. EH with
(short) 1.5" lines :)

However, a year earlier, a competitor put a tank and pump in across the street 
at another job, I can only guess that they took the waterflow test they got and 
told the owner there was insufficient supply, here's the COR for a tank and 
pump, thanks. Seriously, we need to do a better job for the Owners paying us 
for our talent.

Did a flow test this morning. Static 94, Residual 16, Flow 369 gpm.
The head of the water department was reading the gauge. No plans to investigate 
(yet). Think they can design a dry system in a wood truss attic on that?
