In some jurisdictions they want an FPE's seal and signature, but it's not by law. By law, and FPE is required to sign/seal sprinkler and fire alarm designs that aren't prepared by the installing contractor, but that could also selectively be an ME or EE as well. California doesn't require and engineering license for code reporting or consulting, but there are certain aspects of technical work - like fire modeling for example - where you need to be licensed since it's considered "engineering". Unfortunately, cities here take significant leeway with their privilege to require this or that and it's not as consistent as we all wish. But the bottom line is that you don't need to be licensed (by law) to write a tech' report.
