Just a follow up to our earlier discussion of "As Built" drawings.
The NEW NFPA 3, Std for commissioning states the following:

3.3.5.1 Record (Plan) Drawing. A design, working or as built drawing that is
submitted as the final record of documentation for the project. A drawing is
also referred to as a plan.

This wording allows the use of "Installation or submittal drawings" as
"RECORD" drawings. As built requirements are confined to the bid documents,
and not required by NFPA 3, but allowed to substitute for design or working
drawings. If the EOR requires "AS Built" drawings, in the bid doc's then the
cost of preparing them should be in the bid price.

If this is not what you think should be happening, submit a proposal for any
changes you want to NFPA 3 before the closing date.
