Just wanted to add some support to the exterior deck protection discussion and also add to the top floor - nothing above so why put a head there idea .... The link below is a final Committee Interpretation issued by the ICC Fire Code Committee on this topic of 13-R and exterior deck protection and they also weighed in on the thought of nothing above .. and indicate that the top floor head over an exterior balcony REQUIRES protection. I point that the section requires exterior balconies and decks to have protection and does not provide for any exception to top floor or uncovered balconies.
