My suggested steps:

1. Trace all piping.
2. Expose all fittings.
3. Create as-built drawing with best guesses when it comes to pipe
types, hanger locations, fitting types.
4. Perform hydrostatic test.
5. Flow test all outlets.  Use fire department equipment for outlets fed
by siamese and use existing water supply for outlets not fed by siamese.

I'm not sure why the age of the system, the history of the building, or
the number of buildings is important based on the scope of work you have
been given.

I have the drawing pretty much done, except for a few pipe sizes. 
Only one 'building' is obvious. The rest who knows. A three story 
wing off a one story building? Addition or new building?
