Just for the record, we don't allow them in GSA buildings.

Subject: Flex Heads in ufc 3-600
I have a military installation that we are bidding. It is a basic office
complex and it falls under the UFC 3-600 and I was wondering if anybody
uses flex heads in this situation. I don't see any mention of them so I
think they would be fine but I have a nagging feeling that I had seen in
the past that the Air Force doesn't allow them. I can't find anything to
substantiate my gut. Thanks for the help!
