Is the new rack in a different location or was it an add-on to the existing?  
Please be more specific about what "update" means.

Subject: Fuel Tank Farm Loading Rack fire protection question

A facility in our Fire Departments response area has updated their loading rack 
cover for tanker trucks, the old rack has a foam fire protection system.  The 
facility did not remove the old smaller rack partial rack cover or upgrade the 
foam system.  will this cause fire protection problems.
