I recently had a similar question.  A customer was informed on a report that 2
10" valves in a pit were not secured.  THe customer calls me and wants to
complain about being written up for something no one else has ever said
anything about.  I went out to the location and met the AHJ.  The AHJ looked at
the situation and said he didnt see how it was unsecure.  I asked the customer
to open the vault so we could see the valves.  He kindly did this, at which
point I asked the AHJ if the customer could do it with no help why couldnt any
one else?  The AHJ decided that all valves are to be secured by a minimum of
chain and lock.  Just a thought.

Subject: Are valves in pits sealed?

For the purposes of an NFPA 25 inspection, are valves in meter pits sealed?
I believe they are. The meter pit access door requires a special key to open.
(1/4 turn square wrench) . The valves inside the pit are not sealed or
supervised, but the pit access door would be considered sealed; right?
