Is the electrical gear dry, i.e. no oil filled transformers? If he's wanting pre-action we'll assume smoke detection for activation. How will you keep smoke from the other side of the fence from migrating into the electrical area? Plus, there may be some building code issues here when it comes to separation of the two areas.
