The New Jersey Uniform Construction Code requires that Fire Protection Plans
(Sprinkler, Fire Alarm, Special Hazard) bear the seal and signature of
either a Registered Architect or Licensed Professional Engineer.

N.J.A.C. 5:23-2.15 vii. "Engineering details and specifications: The
construction official and appropriate subcode official may require adequate
details of structural, mechanical, plumbing and electrical work, including
computations, stress diagrams and other essential technical data to be
filed. All engineering plans and computations shall bear the seal and
signature of the licensed engineer or registered architect responsible for
the design. Plans for buildings shall indicate how required structural and
fire-resistance rating will be maintained for penetrations made for
electrical, mechanical, plumbing and communication conduits, pipes and
systems."

DCA Codes and Standards issued bulletin 96-2 updated October 2007 to this
effect;

"Either an architect or an engineer may sign and seal plans for "engineering
systems," by law defined as those systems necessary for the proper
functioning of a building and surrounding site, which systems include but
are not limited to structural (soil tests, footing and foundation, framing,
roofing, etc.), electrical, heating, lighting, acoustical, ventilation, air
conditioning, grading, plumbing, drainage, fire protection, elevators, and
energy conservation."

I'd be interested in feedback from the AHJs in the group, but I think every
REQUIRED sprinkler system must have a P.E. stamp, unless a jurisdiction has
amended the code to permit NICET or other stamping.  Although the code
permits a deferred submittal, I don't think this means no stamp is
necessary.  We could go into P.E. qualifications and capabilities here but
my intent is not to start this discussion anew.

With regard to military projects, I believe any P.E. stamp is acceptable
unless the project specifications state a local stamp is necessary.
