Plans for buildings shall indicate how required structural and fire-resistance rating will be maintained for penetrations made for electrical, mechanical, plumbing and communication conduits, pipes and systems." Although the code permits a deferred submittal, I don't think this means no stamp is necessary. We could go into P.E. qualifications and capabilities here but my intent is not to start this discussion anew.
