The 4 inch pipe the check valve  exits the vault into the dirt.  I am sure 
that is the reason for the tar.   And this pipe is threaded.c but does have 
a flange on the check valve.


I thought about flushing the valve.  After drilling a hole in the 4 inch 
pipe, & installing a mechanical tee, I could shutt off the OS&Y valve, drain 
the system.  Would a garden hose have enough pressure to back flush the 
check valve?  That would be much easier than having the FD bring a pumper 
down and flush the valve.
