That's all the type of lingo that looks like code type documentspeak
that easily translates into one's mind as, "Who is a qualified guy?"
"Why a licensed electrician would be considered a qualified guy (by
statute, not necessarily competence)," and then that becomes, "Must be
a licensed electrician," after it's bandied about a bit. Without books
I was guessing that there was some requirement for qualified,
knowledgeable, etc., with examples including but not limited to
licensed electrician or the like that had been misread as definitive
ruling. The other thought I had was that in some states you have to
prove trade competence to get a specialty contractor's license and in
others you don't but you need at least a certified administrator, RME,
what have you as to title with trade knowledge. This reinforces John's
comments in that no matter where you are the contractor has to be
licensed or have certified/licensed staff and the terms get muddy and
then become mental synonyms.
