Dave, you are likely thinking of the old UBC Standard 9-1 that had table 1.4.7 
with all sorts of occupancies correlated with NFPA hazard classifications.  
That table indeed allowed an exhibition hall to be OH2.  I ran into this when I 
"Plan Not Approved" the exhibition hall designed for OH2 years ago, the 
contractor pointed out that they met 9-1, but the owner ended up agreeing that 
such a design was inappropriate for things such as the boat show, RV show, Home 
show etc.  They ended up at EH2.

I seem to recall a design criteria for convention center halls that can be used 
for display (exhibition/exposition) set at OH2, but now cannot find it.  This 
may be Monday morning dyslexia, or it may just be poor memory.  Does this ring 
any bells?
