Good Afternoon, long time lurker now coming out of the closet.

I have a situation where I am dealing with a mixed commodity storage to 12'-0" 
maximum within what was previously a garage for garbage trucks. 
The commodity is mixed recyclable material - paper, tin, glass, cardboard and 
plastics from 1 to 7 with a percentage greater than 15% placing it into Group A 
plastics. 
The material is brought into the warehouse and dumped into piles for processing 
and bailing. The piles will most likely run down either side of the building 
with a space in the middle for driving the trucks. The building  has a 2/12 
slope with 15'-4" at the edge rising to 21''-4" in the center. There is about 
26% of the building over the 20'-0" mark.
I am fairly sure I need to use the >20 up to 32 ft for the roof/ceiling height 
but am wondering if there is anything in the code that would allow me to drop 
down one level to >15 to 20 as it means the difference between replacing the 
entire system and replacing only the header and backflow preventer. 
We are also in the backwoods up here and locked into the 1999 Code at the 
moment.
