I think it is 3 pumps 3 arresters. The main line of reasoning here is, it's the government and they are buying something that is useless and unnecessary so more must be better. It's like when the pump is in the room with the riser manifold. It's a 100 gallon on the pump and a 10 gallon arrester on each riser, not a 150 gallon on five riser manifold with pump.
