you will need to check the CBC for amendments but the model - IBC code
allows trade-ups in residential occupancies for almost all aspects
except for area increase and when the passive fire rating is reduced.
If memory serves me right, when reducing the fire rating with a 13
system, you don't get ANY OTHER trade-ups. So things like maximum
allowed travel distance is increased and minimum flame spread rating
is reduced.
