You need rock on the inside in any case. If you have non-full height walls with wood studs even they need to be rocked above the ceiling to maintain non/limited combustibility. Ceiling is cheapest. The definition is to be found in the definitions of non & limited combustible spaces where sprinklers are allowed to be omitted. Is the space unusable? Does the construction meet the requirement? Is the space not normally accessible from other, useable spaces? So wherever that list of thirteen (or is it sixteen?) conditions that allow you to omit sprinklers in the edition of 13 you are using is, is where your argument rests.
