Thanks for the reply. The building code I need to comply with is a little
bit different. Under the main heading of "Automatic Sprinkler Systems" the
following sentences are given:

(1) Except as permitted by Sentence (2), (3) and (4), an automatic sprinkler
system shall be designed, constructed, installed and tested in conformance
with NFPA 13, "Installation of Sprinkler Systems".
(2) ....
(3) ....
(4) If a building contains fewer than 9 sprinklers, the water supply for
these sprinklers is permitted to be supplied from the domestic water system
for the building provided the required flow for the sprinklers can be met by
the domestic system.
(5) If a water supply serves both an automatic sprinkler system and a system
serving other equipment, control valves shall be provided so that either
system can be shut off independently.

Sentence (2) & (3) pertain to the application of 13R and 13D.

My question is more to do with building code interpretation rather than
technical. Won't sentence (5) supercede sentence (4) and also require
separate control valve for both sprinklers and domestic supply? Or due to
sentence (4), will the domestic supply be not considered "a system serving
other equipment" as given on sentence (5)?

I realize sentence (4) does not make sense if sentence (5) requires separate
control valves for both "fewer than 9 sprinklers" and "9 and over
sprinklers". But I would also like opinions of others.

look at IBC 903.3.5.1:  No more than 20 sprinklers AND you still have to
verify discharge with hydraulic calculations.  NFPA 13 also touches the
subject and effectively says apply portions of 13 as required by the AHJ.
903.4 identifies that monitoring is NOT required.
