I believe you have a case for classifying what you're doing as a maintenance item, not designing a new system to a new criteria. If you needed to change a 1/2" SR SSP sprinkler in a corridor of a hospital, would you be required to replace with QR, and then replace ALL the heads in the corridor (or smoke compartment) with QR as well? Not the intent....

Was the original system automatic? and what will be the residual pressure of the design? If the original pump was providing 65 psi for the standpipe system then the original system was automatic (Class II like Ron suggested? Potentially Class III?) You should verify the classification of the original standpipe system (I,II,III) and find out if it was designed as automatic or manual. Make sure there is no agreement between the building department and the owner that would be driving a different requirement from the original design (or driving the original design). If it is truly a pump replacement and not part of some larger project, where the design may have changed, then you should be able to push for original design...like for like replacement of the pump. It may just take some more explaining to the AHJ about the specifics of the repair work. And like George stated, they should always provide a code citation.
