Highest flow test I have physically measured from a public system was 212psi 
static with 195psi residual at about 1,725gpm more or less, if I recall 
correctly.   This from a 2 1/2" port; all of these are theoreticals ...

My beat up old 14th Edition of the Fire Protection Handbook shows a Figure 
11.6J (Taken from Chemical Engineers' Handbook).  The curve goes off the chart 
with 1400 gpm at about 63 psi from a 2 1/2" hydrant butt.  Table 11-6B shows a 
theoretical discharge of 1490 gpm (interpolated) at 63 psi,
and1884 gpm from  2 1/2" smooth bore nozzles.  All are far cry from a 2 1/2"  
hose valve, but neither looks like anywhere close to a k factor of 25.
