The only time I have seen that be an issue, is when it was a fire rated wall or partition. The fire caulk manufacturer can't provide a listed detail that includes a fitting. If the engineer is looking at the future accessibility of the fitting, well, it would be no different if it was located within floor trusses or above a drywall ceiling. The only NFPA requirement is that valves be in an accessible location. Fittings are installed within inaccessible locations every day.
