I did an evaluation (and article) on a comparison of Hazen-Williams vs Darcy-Weisbach and the impact of velocity around 1997 that lead to NFPA 13 stating velocity did not restrict the use of Hazen-Williams. High velocity can only be sustained in very few pipe sections due to the extreme friction loss (relatively self limiting).
