Chris,
The agency you're referring to is the Division of the State
Architect here in California, which has authority over all public school
construction in the state. They do indeed have such a requirement for
sprinkler system design. The agency publishes an interpretation of
regulations. I have no idea what "removed pending review" means, or
whether the policy is still in force or not. Steve Leyton has done much
more work with them than I have, although I did have a contract for
three years to do outside plan review of sprinkler and alarm plans for
them from 2003-2006.
Their mandate for several years now, at least five, has been that
any space, without respect to it being of combustible or limited or
non-combustible construction, when used as a return air plenum is to be
fully protected by automatic sprinklers, without exception. They are
relatively unwilling to listen to discussion on this issue, although my
memory is that Steve had some significant conversations with them on
this topic.
As far as I know that policy is still in force with that agency.

I seem to recall on this forum discussion that a CA state division required
heads above ceilings in what we would consider non-combustible construction.
Something like full ACT(no clouds, gaps etc.), wire here and there, lighting in
ACT, steel duct work and plumbing, occasional 2'x2' return opening to plenum in
ACT, concrete deck and steel bar joists would still need sprinklers. Is this
the people who govern schools, healthcare or am I miss-remembering?
