I figure this will be of interest to the forum:

City of Vista, CA won a case before the CA Supreme Court (a body almost
as liberal as the 9th Circuit Court of Appeals, btw) regarding their
right as a charter city to issue construction contracts based on open
instead of prevailing wages. The court found that a city's charter
supersedes the state prevailing wage statute, essentially opening the
door to a precedent that would limit the prevailing wage requirement for
public contracts to those issued by the state, or for work outside of
charter city jurisdictions. Obviously, conservatives and taxpayer
advocates are happy; organized labor is not.
