Yes, provided you meet 8.6.5.1.2 (2).  (it's my favorite obstruction rule).

Scenario: multi level mezzanine, W12 x 19, 4'-6 o.c., bottom flange at 9'-0, 
top of storage 8'-0.  To get the 18" clearance, need to be 6" above the bottom 
flange centered in the 4'-6 dimension.  There will be a line of sprinklers in 
each 4'-6 I-beam pocket.  Do I need to be concern with the 4"
wide bottom flange if spaced on both sides?  I can not meet Table 8.6.5.1.2 and 
meet the 18" clearance.  However, 8.6.5.1.2 (2) states sprinklers are permitted 
on opposite sides of obstructions not exceeding 4' in width provide you do not 
exceed sprinkler spacing.  Since the sprinklers lines would be 4'-6 o.c. I am 
o.k. there, so can I ignore the 4" bottom flange
since I can not spray under it?
