Bob
We always put them on the #2 shutoff valve, due to the fact that when the
backflow valve is being tested annually the #2 shut off valve is shut off
for the test and the #1 valve is open and closed numerous times during the
course of the test. If it is in a vault the tester has to crawl in and out
of the vault numerous times to open and close the #1 shutoff valve to
perform the test. Would be easier on a wall PIV in that they would only have
to walk in and out of the building numerous times. Depends if you like the
local backflow tester. We have several testers on staff so we try to make
their life a little easier.

That can depend on the AHJ.
For example in Ohio the water purveyor has jurisdiction up to and including
the backflow.
Building Dept has jurisdiction after backflow.

I would send an RFI to the Architect or send an email to the Water Dept or
building official and ask if they care.
