Greg, I haven't run into this situation before, but I've done a few tire stores. A possibility would be to design the sprinklers for the tire storage on each level and put a water curtain around the opening. Also an interlock to shut down the carousel. You might have to increase the density over the opening as well as you noted. Challenging situation. Look at requirements for protecting conveyors to see if that gives you insight.
