Scott, you understand my concerns. Unfortunately this is a challenging client and you better have any requirement opinion backed up with documentation otherwise it's just an opinion for what that's worth.

Owner says there's no room around the building so stack it on top of the existing fire sprinkler riser room. This is a high hazard operation. While I'm digging through codes I was wondering if anyone here knew off the top of their head any specific code prohibitions to their idea?
