We did a floating boat marina on the Cumberland River near Nashville a few years ago. Had seasonal high and low water levels and the same scenario. Contact me via email and I will dig out the file and give you what we learned. The flexible 4" lines were not listed for FP per se, but the AHJ approved its use, as there was no other alternative.
