Is it listed restraint? No. Seems to be the answer to your
question, sliding pipe notwithstanding.

And what, exactly is sliding pipe? I'm aware of mechanical joints, and
fused joints and flanged joints for underground piping. But not
sliding pipe, so having my doubts about using a penetration seal for
something it's not listed to do. Mechanical restraints have set screws
that hold the glands to the pipe being restrained; this one's a non-starter
for me.

I don't see where this is explicitly stated, but there is an option that
will allow for "sliding pipe". This leads me to believe that the assembly
restrains against movement.

Is the assembly a listed restraint?

Subject: UG Restraint

When using a product such as linkseal or metraseal is it necessary to
install any form of restraint? I haven't found anything on either products
data sheet that would point to this. The situation I have is leaving one
lower level wall traveling a short distance underground and then
penetrating another wall. It looks like the assembly restrains as well as
seals, but I'm not certain about this.
