It's no where in either, to my understanding. However, FM is stand alone. So, if you want to use their criteria, it is meant to be used with ALL of their datasheets and input from the field engineer.

If the FM criteria is more stringent than NFPA 13, then you can use the more stringent criteria as NFPA 13 is a minimum criteria.
