Richard, is it possible that static gage is above a check valve that has locked in extra pressure, being 20 ft above the floor like that is odd for a "city" static location, and maybe a 1/2" pr. relief would solve the problem.

My feeling is we need a pressure reducing valve, however the backflow has to come first so I still need a 184 psi backflow.
