If it is a standpipe/landing valve for fire department use, make the rationale argumment that the fire brigade will bring their own fire pump to the job, and hence they will be able to pressurize the nozzle such that the hose stream reaches 39 ft up.
If it is an occupant use hose stream to defeat the fire before fire brigade arrival, then you need to use your Bernoulli equation. Take worse-case, straight up nozzle. If that doesn't work, you need not consider angles. IF you search the archives, I am confident you will find someone that has worked this exact problem out. Consider a safety factor.
