You can't exceed 40k sq ft of storage in one system. That gives you up
to 12k sq ft of Light/Ordinary hazard to go with your space. If the
office space is not designated yet, the AHJ may be going that it is all
storage today and he wants it protected for today.
However, I would try to argue a bit of common sense. What benefit will
the extra control valve give you? It is just another failure point in
the system. FM Global has pretty much gone away with system size
limitations as they are somewhat self limiting.
