John, I agree with your 'common sense' statement, so this has been bothering me since you posted it.
I'm looking at NFPA 13 (2013), Fig. 8.6.5.2.2, and imagining my cubicle at the office. "A"=~36" and "B"=~30". The next sprinkler to the right is about 11' from the partition. My space is to the right side, and I have a kind of narrow counter against the partion with papers and prints scattered across it. Now I imagine the sprink shown in the fig activating, and 20-30% of the pattern being thrown over the partition and landing on the floor a few feet beyond the counter. Maybe The Committee felt that type of thing would be acceptable for LH but not OH?
