It's in the book. It moved from 8.16.1.5 in the 2013 edition to 8.2.4 in the
2016. The section you want in the 2013 is 8.16.1.5.2.

However, in 2013 CA amendments, the OSFM made a numbering error and created an
amendment to 8.16.1.5.1 and its subordinate sub-subsections that should have
referenced a different set of numbers. That's made the issue a bit more
complicated than it should be but the bottom line is that the exception you're
looking for is in the standard.

Subject: When is a Floor control not required

In Late 2015 there was an ASFA Webinar about the changed to NFPA 13 (2016).
During that webinar there was a brief discussion about floor controls, and not
needing one for feeding a small area on another floor level (i.e. top of stairs
on a roof level access). Is there code explaining this exception or is this
more up to the AHJ?
