IBC requires balconies to be protected for 13R systems where there is Type V construction. This doesn't apply here as 1) you have a 13 design and 2) you have non-combustible construction. You should be good to omit the sprinklers per 8.15.7.

Specifically, the penthouse level balconies have outdoor kitchens. It’s been questioned whether or not these are required to be protected. I can’t find anything in NFPA 101, the Florida Fire Prevention Code or the Florida Building Code that would be more restrictive than 8.15.7.2 I say the sprinkler protection is not required, outdoor kitchen or not.
