I don't know where to search for these Declaratory statements. I always do a fair amount of my own research before I send out for help. I don't disagree with your latter statement but question whether a grill or cooktop would be classified as "cooking facilities". For that matter, how is a permanent grill mounted in to a counter different from a portable grill that a resident on one of the lower floors might place on a balcony. I believe my answer to the client will be that I can find no requirement to provide fire sprinklers on the penthouse balconies.
