The American Water Works Association Manual of Water Supply Practices has a publication AWWA document M17 "Installation, Field Testing and Maintenance of Fire Hydrants". Chapter 6 is flow testing. It doesn't specify a minimum distance, at least in my 1989 third edition book.
This is a really good reference book that I find myself going back to again and again.
