The American Water Works Association Manual of Water Supply Practices has a 
publication AWWA document M17 "Installation, Field Testing and Maintenance of 
Fire Hydrants".   Chapter 6 is flow testing.  It doesn't specify a minimum 
distance, at least in my 1989 third edition book.  

This is a really good reference book that I find myself going back to again and 
again.  I've found that our local water purveyor is not familiar, and not 
interested in NFPA, but does prescribe to follow AWWA recommend practices.

As Mike stated ask them to site their source. I looked quickly in 291 and 
didn't see any requirements for distance between hydrants.

 The source is someone from the State of Connecticut for a project at a state 
school. I have done many water tests for state properties in CT and have not 
run across this until now. I just want to be sure there isn’t something buried
