You don't have to hire an FPE to get a good review on an existing specification or to craft a good original specification. I would recommend hiring a good ITM technician to do the work, and then comb it over by a design professional after. Well written fire protection specifications literally can save percentage points on entire bid packages because fire protection is multi-disciplined and they should get ground zero organized (precedence of design guides) correct at bid stage. Competent spec review is worth every Satoshi , farthing, fennig, penny, renminbi or diram that one pays for it. I know this is one of the most overlooked areas of construction design... a blinking, flourescent-colored weak link in the chain of design-bid-build and design build.
