If it works when you fill it with a different source then the problem seems to 
be the jockey pump. Can you shut the jockey pump supply valve and see if the 
jockey pump is able to build pressure at all? Is the jockey pump spinning the 
right way?

Subject: Underground Supply from tank to pump

Currently working on a project where there is a new 40,000 water storage tank, 
from the tank a 6" underground line goes for 100' at a downward grade of about 
8', then another 100' upward at a grade of about 8'. Cannot get the jockey pump 
to "pick up" and build pressure more than 23psi. We have bled the line multiple 
times and it did not help. We hooked a garden hose from the domestic on the 
building and it worked fine. Any thoughts would be greatly appreciated.
